18(c) What operating rules will you adopt to eliminate or minimize social costs?

Prototypical answer:

i. Within general registry operations, multiple applications for a particular domain name will be resolved on a first-come⁄first-serve basis, unless the particular domain is within the ‘to be auctioned’ pool of domains, or is a known trademark or service mark.

ii. To minimize costs (time, resource costs), Bowker may provide advantageous pricing and⁄or bulk registration discounts on a pre-determined and significant volume of .book domains during a specified time period.

iii. Bowker does not plan to make contractual commitments to registrants regarding the magnitude of price escalation.
