The .nokia registry will be a Standard Single entity registry, closed to third party registrants. A benefit to ICANN and the internet community of this type of controlled registry is that the social costs are minimised. A dedicated .nokia TLD can provide consumers with enhanced level of authenticity. There is no impact on internet users in terms of either time or financial commitment because the registry will not be selling domain names to third parties. Unauthorised sites are not allowed under .nokia gTLD.
To avoid negative consequences for internet users in respect of any future implementation of IDNs, Nokia is working with its technical provider Afilias on well-established IDN tables where characters are selected to match the needs of the market and variants are flagged to avoid user confusion.
The only anticipated consumer vulnerability is the possibility of phishing attacks. Nokia already monitors for phishing attacks and other types of false representation and will continue to do so, collaborating with law enforcement agencies, the creators of browsers, internet carriers and other specialists to combat phishing. Nokia follows the work of the Anti-Phishing Working Group and utilizes best practices to minimise the impacts of phishing attacks.
Nokia is considering the implementation of DNSSEC for key domains within its registry.
How will multiple applications for a particular domain be resolved, for example, by auction or on a first come first served basis?
Domains in the .nokia registry will not be sold. As outlined above, they will be allocated to pre-approved members of the Nokia group of companies and Affiliates who meet strictly enforced terms of use. It is not envisioned that Nokia will ever call on applicants especially third parties beyond Nokia to apply for domains in the .nokia registry. Therefore the possibility of multiple applications is very remote. Should it happen, the decision on which eligible representative of Nokia gets a domain will be taken by the Nokia Domains Manager after a consideration of the registry’s policies and the needs of the business.
Explain any cost benefits for registrants you intend to implement (e.g. advantageous pricing, introductory discounts, bulk registration discounts).
Nokia does not have any plans to offer discounts or any other type of cost benefits because it does not anticipate selling domains in the .nokia registry to third parties. Instead, domains will be allocated on request to pre-validated representatives of Nokia, its group of companies, subsidiaries and Affiliates.
The Registry Agreement requires that registrars be offered the option to obtain initial domain name registrations for periods of one to ten years at the discretion of the registrar, but no greater than 10 years. Additionally the Registry Agreement requires advance written notice of price increases. Do you intend to make contractual commitments to registrants regarding the magnitude of price escalation?
As requests for domains in the .nokia registry can only be made by pre-approved members of the Nokia group of companies and affiliates , who will meet strictly enforced terms of use, and who will not be required to make any payment, there is no need for contractual commitments in terms of price escalation. Domains in .nokia will be allocated for variable time periods in line with policy.
Before launching this TLD, Nokia will develop and publish its policies and guidelines, setting out full details of how the registry will implement its vision and purpose as set out in this answer. Nokia may adapt its policies and proposed use of the gTLD, in a manner consistent with the Purpose, to reflect changes in its business and the adoption of new gTLDs by the community.
