18(c) What operating rules will you adopt to eliminate or minimize social costs?

INTRODUCTION

All domain name registrations in the .translations TLD will be registered to, and maintained by, Translations for its own exclusive use. The Translations company will not distribute or transfer control or use of any registrations in the .translations TLD to any third-party that is not an Affiliate, as defined in Clause 2.9(c) of ICANN’s Registry Agreement. This high degree of control will be maintained through implementation of registration policies and processes.

Social costs to registrants are avoided by the single registrant⁄single user nature of this TLD. This question has, however, been interpreted more broadly to also take into account social costs and other negative consequences facing the Internet users who will access content through this TLD; it is considered that these likewise are eliminated or minimised by the manner in which this TLD will be operated.

METHOD OF RESOLVING MULTIPLE APPLICATIONS

Multiple applications are not anticipated in this TLD because domain name registrations will be registered for the Translations company’s exclusive use. Registrations will not be made commercially available and eligibility to register domain names is strictly limited to Translations employees. There are thus no competing interests and no opportunity for multiple applications to be made.

As further described in the response to Question 28, the decision-making authority as to which domain names will be registered and for which purposes will vest in a single individual. Compliance with these processes will ensure that multiple applications are not made. Registration in this TLD will thus effectively be first-come, first-serve at all stages of registration (sunrise and general registration).

COST BENEFITS TO REGISTRANTS

Registrations will not be commercially available in the .translations TLD; cost benefits to registrants are therefore not applicable to this TLD.

CONTRACTUAL COMMITMENTS TO REGISTRANTS

Registrations will not be commercially available in this TLD; contractual commitments regarding price escalation are therefore also not applicable to this TLD.

OTHER OPERATING RULES WHICH ELIMINATE OR MINIMISE SOCIAL COSTS

A robust anti-abuse policy, as set out in response to Question 28, will additionally prevent other forms of abuse within the TLD. The TLD’s registration policy and internal registration processes, supported by a clear launch strategy that integrates all ICANN-mandated rights protection mechanisms (as described in response to Question 29) will eliminate social costs relating to trademark infringement.
